Per state law, the governing Board of Spokane Regional Clean Air Agency must consist of these five positions:
- County Commissioner or their representative
- City of Spokane representative
- City of Spokane Valley representative
- Small Cities and Towns representative
- Member-at-Large

Rose Dempsey, Board Chair City of Spokane Valley Representative, Term expires 12/31/10 |
Rose Dempsey (nee Fairchild) is the Director of Music for St. Luke's Church in Coeur d'Alene, and Director of the Coeur d'Aleers, a 45 voice women's chorus. She was born and raised in Coeur d'Alene, and studied organ and choral conducting both locally and at the Royal School of Church Music in England. Dempsey is also a Colleague of the American Guild of Organists. Married to a retired military chaplain, she returned to Spokane Valley in 1987 after living in Europe, Asia and Texas. She was elected to serve a four-year term on the Spokane Valley City Council for 2008 through 2011.

Bonnie Mager, Vice Chair Spokane County Commissioner, Term expires 12/31/10

Bonnie Mager, Spokane County Commissioner, District 3. Since moving to Spokane County 20 years ago, Commissioner Mager has served as the Director of Citizens for Clean Air, Eastern Washington Coordinator for the Washington Environmental Council and the co-founder and former Director of the Neighborhood Alliance of Spokane. Her work in these areas has provided first-hand experience in county issues related to transportation, land-use, health, agriculture and the environment. Commissioner Mager and her husband John also take special pride in their growing family of three children and two grandchildren.

Tom Brattebo holds Bachelor Degrees in Political Science from Washington State University and Education from Eastern Washington University. He is retired from Kaiser Aluminum management and the U.S. Air Force Reserve. He served on the Spokane Regional Clean Air Agency’s Advisory Council for seven years prior to his appointment to the Board in June 2009. Tom is active in local environmental advocacy, including air and water quality and youth outdoor environmental education. He has served as an AmeriCorps member implementing the No-Idle Zone program for Spokane Clean Air and as an educator at the West Valley Outdoor Learning Center.

Jeff Corkill, City of Spokane Representative, Term expires 12/31/12

Jeff Corkill is a professor of chemistry and biochemistry at Eastern Washington University and the University of Washington School of Medicine, Spokane. He has lived in Spokane 28 years and served for 12 years on the Spokane Regional Clean Air Agency's Advisory Board. His research, with collaborators at Washington State University, has involved investigations into the chemical composition of smoke derived from the combustion of agricultural residues in eastern Washington.
