Notice of Construction (NOC)
New air pollution sources, modifications to existing sources, and new or altered air pollution control equipment are required to go through NOC (air quality permit) approval prior to the construction, installation, establishment, or modification.

Some of the equipment and activities that require approval include, but are not limited to the following:

  • boilers
  • use of solvents
  • degreasing
  • dry cleaning
  • metal casting
  • coffee roasting
  • spray coating operations
  • gasoline storage and dispensing
  • paper manufacturing
  • printing operations
  • fiberglass fabrication

    The NOC Application for Approval Form must be completed and submitted along with any detailed schematics, associated environmental information, modeling results, and other pertinent information.

    Common Environmental Permits - Often, businesses operations in Spokane County require more than one permit to operate. The Spokane County Building & Planning Department created a permit portal, to assist businesses in permitting efforts. Some permits may include; air quality, water quality, solid waste, building permit, hazardous waste, etc.
